Le régime juridique de la production et la vente d’électricité photovoltaïque en France et en Côte d’’Ivoire

A partir des droits français et ivoirien, l’objet de l’étude à mener concerne les unités de production d’électricité photovoltaïque à petite ou grande échelle, intégrées ou non au bâti existant, suffisamment importantes pour engendrer un processus de commercialisation. Il s’agira principalement d’analyser les règles juridiques d’accès à la production et au réseau de distribution, puis à la vente d’électricité, et d’en proposer d’éventuelles améliorations ou évolutions profitables pour l’un ou l’autre droit… Le sujet nécessitera également d’être contextualisé, en tenant compte notamment des aspects historiques et politiques, mais aussi techniques, économiques et culturels du développement de l’énergie solaire dans les deux pays étudiés.

Based on French and Ivorian law, the object of the study to be conducted concerns small or large-scale photovoltaic electricity production units, integrated or not into existing buildings, large enough to generate a marketing process. It will mainly consist in analyzing the legal rules of access to the production and distribution network, and then to the sale of electricity, and to propose possible improvements or developments profitable for one or the other law… The subject will also need to be contextualized, taking into account in particular the historical and political, but also technical, economic and cultural aspects of the development of solar energy in the two countries studied.
